A 19-year-old man was taken into custody after a woman reported being attacked and sexually abused while exercising on White Oak Bayou in northwest Harris County on Monday evening, according to the Harris County Precinct 1 Constable’s Office.

Constable Alan Rosen identified the suspect as Jacoby Fuselier, aged 19.

Deputies were called around 6:30 p.m. Monday when a woman in her twenties reported fighting off a stranger who attacked her along the bayou in the 7000 block of Bent Branch Drive in the Inwood neighborhood.

According to detectives, the victim told deputies that the suspect sexually assaulted her and tried to drown her before she fled. She was able to jump into a car and signal down nearby Precinct 1 deputies for assistance. She was sent to a hospital for treatment.

While the victim was obtaining medical care, deputies searched the nearby neighborhood for the suspect.

According to Rosen, residents told investigators that a man matching the suspect’s description had ridden a bicycle through the neighborhood, whistled at another woman, and fled when her husband confronted him.

Later that evening, the same resident saw the man again and alerted the authorities. Deputies tracked down the perpetrator, who attempted to flee before being apprehended around 12:30 a.m. Tuesday, roughly six hours after the attack was reported.

When Fuselier was detained, investigators said he possessed the victim’s cellphone and other evidence from the assault.

Authorities reportedly stated that the victim fought back during the attack, scratching the suspect’s eye and tearing out some of his hair, which they believe helped identify him.

According to Rosen, detectives believe Fuselier is connected to other incidents across numerous jurisdictions. He further stated that the subject was previously arrested for firearm theft.

The inquiry is ongoing, and additional charges are possible.
