Trump Signs Diesel Relief Order, Announces Shipyard Project and Manufacturing Investments
President Donald Trump signed an executive order on October 5 aimed at lowering fuel costs for commercial drivers and agricultural workers by granting emergency tax relief on diesel fuel.
The order defers the federal excise tax on diesel through the end of the calendar year and temporarily lifts standard restrictions on off‑road “dyed” diesel, allowing its use on public highways. The White House estimates that these combined measures will save commercial truck drivers more than $100 per fill‑up.
In addition to the domestic actions, the administration announced an agreement for Russia to export millions of tons of diesel fuel to the United States and other international markets. This shipment follows a coordinated release by European nations of 100 million barrels of refined diesel drawn from strategic stockpiles.
The next day in Baltimore, the president teamed up with defense‑technology firm Anduril to unveil plans for Arsenal‑2, a major shipbuilding facility at Sparrows Point, Maryland. Backed by $3.7 billion in private capital, the project represents the largest single push in American shipyard infrastructure since World War II. Estimates suggest the yard will create roughly 3,100 direct jobs and support an additional 11,000 regional positions.
The shipyard announcement formed part of a broader wave of domestic business commitments totaling $31.3 billion for the week. Highlights include a $19 billion capital plan by medical‑technology company Becton Dickinson to produce needles and medical steel domestically, along with separate venture commitments from Google and Constellation Energy.
During the same period, the president presented the National Medals of Science together with the National Medals of Technology and Innovation, coinciding with the rollout of long‑term scientific initiatives. Officials also spotlighted program benchmarks for the administration’s “Trump Accounts,” noting that the initiative now reaches close to 70 million American children.
The administration wrapped up the week’s announcements by issuing the annual presidential proclamation recognizing Columbus Day.
