According to the Ohio Department of Commerce Division of Securities, Manning approached at least five residents to invest more than $640,000 in his company, Blue Logic Capital, for projects such as developing a “revolutionary” new oil pump, “flipping” a house, and building high-end assisted living homes. Manning then used the money for personal expenses and to repay other investors, according to the department.

Manning was indicted in September and December 2024, following a Division of Securities investigation.

His sentencing is slated for January 8, and he might face a sentence of 17 to 21 years, according to court documents.

“Ohioans put their trust in the professionals who provide financial opportunities, and when that trust is broken, the consequences can be disastrous for investors,” Ohio Securities Commissioner Andrea Seidt stated in a press statement. “We will continue to work diligently to protect investors, uphold the integrity of our markets, and ensure that those who misuse Ohioans’ hard‑earned money are held accountable.”
