A late-night incident involving a man riding on top of a moving vehicle ended with one arrest and another person cited in Eugene, according to the Eugene Police Department.

Police said dispatchers received a call around 11:24 p.m. on March 7 from a man who reported he was on top of a Toyota Camry traveling along Echo Hollow Road in the Bethel area. The driver of the car, identified as 27-year-old Ryan Scott Beairsto, also contacted authorities, claiming the man on the vehicle — Trevor Lee Wilbanks, 26 — had been involved in a strangulation incident.

Officers arrived and found Wilbanks injured in the street near Dove Lane and Scandia Street. Despite his injuries, police said he was uncooperative with officers. Crews from Eugene Springfield Fire provided medical aid and transported him to a local hospital, where he was treated for injuries that were not life-threatening.

Investigators later located Beairsto at his home and arrested him following an investigation. He was booked into the Lane County Jail and faces several charges, including driving under the influence of intoxicants, reckless driving, two counts of reckless endangering and second-degree assault.

According to police, the investigation found that Wilbanks had allegedly strangled a 28-year-old woman from behind while she was sitting inside Beairsto’s vehicle. Authorities said Beairsto removed Wilbanks from the car and drove away, but Wilbanks jumped onto the vehicle and punched the windshield.

Wilbanks was later issued a criminal citation at the hospital for strangulation and second-degree disorderly conduct. The case remains under investigation.
