Oregon lawmakers pass bill requiring schools to train for cardiac events

Lawmakers in Oregon have approved new legislation aimed at improving emergency preparedness in schools during cardiac incidents.

The bill, known as HB 4160, would require schools to ensure that their Automated External Defibrillator (AED) units are properly maintained, fully functional, and easily accessible at all times. While schools are already mandated to have AEDs on-site, this measure strengthens requirements around their readiness and use.

In addition, the legislation calls for mandatory training for school coaches, equipping them with the skills needed to respond quickly in the event of a cardiac emergency—particularly during athletic activities.

Supporters of the bill, including the American Heart Association, emphasize that immediate access to an AED can significantly improve survival rates during sudden cardiac arrest.

The proposal received broad backing in both chambers of the state legislature and is now awaiting approval from Tina Kotek. If signed into law, the new requirements are expected to take effect in the summer of 2027.

Advocates say the measure is a crucial step toward ensuring schools are better prepared to handle life-threatening emergencies and protect students, staff, and visitors.
