A quick-thinking shopper at the Winter Garden Walmart claims she caught a man secretly filming under her skirt in the midst of a shopping aisle, prompting Orange County deputies to arrest a 38-year-old Davenport man on a video voyeurism charge.

According to an arrest document obtained by WKMG ClickOrlando, the man allegedly nudged the woman’s leg with an empty shopping basket to get closer and then used the basket to cover a phone. The document mentions a “phone facing upwards in the basket going under her skirt.” The shopper approached the man, grabbed him, and held him until deputies came. The victim told investigators that after confronting the suspect, he stopped recording and destroyed the video, according to WKMG ClickOrlando.

Deputies identified the culprit as Owen Canzius, 38, and charged him with one count of video voyeurism. A search of public records by News 6 revealed a guy with the same name as a pastor at Powerhouse Fellowship Ministry in Davenport, and the home address in the affidavit matched the principal residence associated with Powerhouse Fellowship LLC in state filings. Public company records reveal a “Owen Thompson-Canzius” at that Davenport location, and state corporate filings confirm the listing via BizProfile.

Nonconsensual recordings recorded for sexual arousal or humiliation are considered a felony in Florida under Section 810.145 of the Florida Statutes, which specifies whether someone has a “reasonable expectation of privacy” and the penalty for violating it. Similar allegations have surfaced in Orlando in recent months, including a case involving a field trip chaperone accused of recording a woman’s skirt at Walt Disney World’s Magic Kingdom, which was covered by WFTV, and a separate incident at a Walmart near Oviedo that involved recordings of minors, which was reported by WESH.

The affidavit for the Winter Garden case notes that investigators are currently analyzing the evidence. Officials advise customers who witness strange conduct to immediately notify store security and law police so that any potential recordings can be kept and additional victims discovered.
