BCPS employee apprehended on prostitution-related charge during Delaware spa raid

A Baltimore County school employee who was recognised for confronting the Perry Hall High School shooter in 2012 was arrested earlier this month as part of a human trafficking investigation at a Delaware spa.

Authorities said 45-year-old Jesse Wasmer of Kingsville, Maryland, was arrested at Crystal Spa and charged with one misdemeanour count of attempting to patronise a prostitute.

Wasmer is a well-known Baltimore County school counsellor who was famous for confronting student gunman Robert Wayne Gladden Jr at Perry Hall High School after a 2012 shooting that injured a 17-year-old student.

The arrest followed a May 2026 investigation into alleged human trafficking and unlawful behaviour at Crystal Spa, which is located in the 17090 block of Foulk Road.

On July 15, 2026, officers executed a search warrant at the spa and identified the operator as Nan Son Yim, 71, of New York.

Authorities subsequently discovered three women, aged 47, 54, and 56, who were recognised as victims of human trafficking.

Investigators eventually discovered that these women were allegedly compelled to work 12-hour shifts seven days a week without enough compensation, according to authorities.

According to authorities, during the search warrant, detectives seized $15,975, as well as huge supplies of condoms and other things consistent with the running of an unlawful massage company.

Yim was detained and charged with three criminal counts of forced labour, two felony counts of sexual servitude, one felony offence of promoting prostitution in the second degree, and one felony crime of conspiracy in the second degree, according to officials.

During the search warrant, officers discovered Thomas Hofer, 78, of West Chester, Pennsylvania, and Jesse Wasmer inside the spa and arrested them on one misdemeanour count of attempting to patronise a prostitute.

Both were freed from detention, according to authorities.

Investigators later identified the spa’s owner as 54-year-old Meilan Quan, and a search warrant was issued at her home on Mallard Circle, which officials claimed yielded evidence linking her to the spa’s operation.

Quan is still wanted by authorities.

Anyone with information on Quan’s whereabouts or suspected human trafficking activity can contact Detective Townsend at (302) 395-3609 or [email protected]. Reports can also be made to the New Castle County Division of Police’s 24/7 Human Trafficking Hotline at (302) 395-2727.
