A man allegedly assaulted two women by touching their private areas near some of East El Paso’s largest stores.
Police say Carlos Alberto Silva went to Walmart on Zaragoza and DD’s Discount Store on George Dieter this week and reportedly massaged and grabbed two women’s private parts. He was arrested on Thursday, July 30, for two counts of indecent assault in both incidents, according to county jail records.
He is also facing criminal trespass and controlled drug charges. He has a bond hearing on Saturday, August 1.
He’s been in jail many times this year on various offenses. These include various indecent assault accusations, as well as criminal trespass, criminal mischief, and possession of a controlled narcotic charges.
According to separate criminal allegations, Silva told one woman, “I like your pants,” before extending his hand to touch her.
Silva was allegedly seen on Monday in the Walmart parking lot with a fluorescent orange T-shirt over his knees and a dark rag around his head. He approached one of the women and asked her the time.
He then allegedly extended his arm towards the woman and touched her private area.
“Complainant advised that she was in shock and couldn’t believe what happened,” an investigator stated in the complaint. “Complainant advised that after defendant (Silva) touched her, defendant (Silva) placed his hands under his shirt.”
Police claim he then grabbed himself.
“Complainant advised that she felt offended, embarrassed, and grossed out by what happened to her,” according to court filings.
Silva allegedly approached an employee at DD’s Discount Store on Tuesday. According to authorities, he was not welcome in the store “due to previous incidents in which he was bothering customers.”
According to the complaint, the employee walked away from him, thinking he had departed, until he approached her again.
Police claim that is when he molested her by caressing her private parts.
“Complainant stated immediately after being assaulted she told the defendant she was going to call the cops,” the complaint says.
“Complainant advised that she felt offended, violated, and scared of the defendant,” it further adds, after he grabbed her.
An investigator claimed to have prior information of the occurrence at the Walmart where the suspect was apprehended. Silva was identified by police after reviewing security footage.
“Defendant (Silva) was interviewed by the detectives assigned to the Upper East Regional Command Center Criminal Investigations Division where the defendant (Silva) implicated himself to the referenced incidents as well as the listed current investigation,” according to court records.
