Florida Undercover Sting Nets Active-Duty Navy Sailor in Virginia

Authorities announced that a U.S. Navy servicemember was arrested in Virginia last month after an undercover online child‑exploitation probe that began in Florida.

Stuart Police Department detectives from the Internet Crimes Against Children (ICAC) Task Force launched an inquiry in July, and they took Joshua Kubinski into custody on September 25, 2026.

Investigators say the case started when Kubinski was temporarily stationed in Key West for work, where he allegedly chatted online with two undercover Stuart Police detectives posing as minors.

Police reported that Kubinski told the undercover officers he was actively serving in the U.S. Navy. Detectives later confirmed his military status and worked with the Naval Criminal Investigative Service (NCIS) on the case.

After the joint effort, Stuart Police secured two arrest warrants that charge Kubinski with several offenses, including transmission of harmful material to a minor, online solicitation of a minor, and unlawful use of a two‑way communications device.

Authorities later located Kubinski and took him into custody in Virginia.

In announcing the arrest, the Stuart Police Department said the agency “remains committed to protecting children from online exploitation and holding those who attempt to harm minors accountable.”
