Federal authorities arrested an Oklahoma City man accused of sending more than 700 letters containing white powder and threatening messages to election workers, politicians, and reporters across the country ahead of the 2024 and 2026 elections.
Robin Martin was arrested Monday and charged with conveying a hoax and mailing threatening communications. He was scheduled to appear Tuesday in U.S. District Court in Oklahoma City. Online court dockets did not list an attorney representing Martin, and several of his relatives did not immediately respond to requests for comment.
According to an affidavit submitted by FBI Agent David Cole, investigators linked more than 700 mailings to the same sender. The deliveries triggered evacuations in October at election offices in Oklahoma and Louisiana, while officials in states ranging from Idaho to Florida reported receiving the envelopes or having them intercepted by the U.S. Postal Service.
Laboratory testing identified the powder as nonhazardous baking yeast or flour. However, federal prosecutors noted in court records that not all seized mailings have been tested. Federal agencies had previously warned recipients to treat any suspicious mailings as potentially hazardous.
Investigators said the case originated in 2024, when election workers in every state reported receiving envelopes filled with white powder alongside a three-page letter declaring war. Some of those mailings contained hidden text visible only under ultraviolet light.
A consistent element across both the 2024 and 2026 mailings was a warning that recipients faced imminent arrest for treason “or worse!!” The envelopes carried a return address reading: “U.S.T.E.A., United States Traitor Elimination Army, Takoma Park, MD.”
Authorities connected Martin to the letters through security camera footage showing his vehicle stopping at postal collection boxes throughout October in Oklahoma City, Dallas, and San Antonio. Fingerprint examiners also matched Martin’s prints to an envelope addressed to FBI Director Kash Patel, whose first name appeared on the parcel as “Kashyap.”
The FBI stated that the Democratic Socialists of America assisted agents during the investigation. According to court filings, investigators believe Martin used the alias George Livingston to send an October email to a DSA listserv, warning members that they were traitors subject to arrest if they voted in the November 3 election.
