A Baytown man has been sentenced to 108 months in federal prison for trafficking methamphetamine, according to the United States Attorney for the Western District of Texas.

Terry Lynn Clay, 57, plotted in June 2021 to traffic 992.4 grams of pure methamphetamine and 526 grams of cocaine, according to court records. The investigation indicated that Clay bought the methamphetamine from Timothy Bland in Houston on June 9, 2021, and then gave it to his associate, Tonya Vonci Middleton-Harris, for further distribution. Shortly after the exchange, the Texas Department of Public Safety detained both Clay and Middleton-Harris.

Clay was initially taken into state custody before being transferred to federal detention on February 8, 2022. On October 29, 2024, he pleaded guilty to conspiracy to possess with the purpose to distribute 500 grams or more of methamphetamine. United States District Judge Jason K. Pulliam presided over this case, sentencing Clay as the tenth defendant. Middleton-Harris was sentenced to 24 months on March 4, while Bland is serving 235 months.

Sarah Spears, Assistant United States Attorney, prosecuted the case, which was investigated and prosecuted by the Homeland Security Task Force (HSTF) as part of Operation Take Back America. Executive Order 14159 established the HSTFs, which are collaborative operations led by the Departments of Justice and Homeland Security aimed at combating illegal immigration and dismantling cartels and multinational criminal organizations.
