A 24-year-old Portland man has been ordered to spend the rest of his life in a state psychiatric hospital after being found guilty except for insanity in a series of violent, random attacks that left one man dead and another woman seriously injured.
Court Rules Mental Illness Played Key Role
Multnomah County Circuit Judge Nan G. Waller ruled that Kalil Clifford Ford was unable to understand his actions due to severe mental illness at the time of the crimes. Medical experts diagnosed him with unspecified schizophrenia, a condition involving serious psychotic symptoms.
Because of this, the court determined Ford was legally insane during the incidents and committed him indefinitely to a state mental health facility instead of prison.
Fatal Stabbing in Northwest Portland
The most serious charge stems from a September 30, 2022, attack in Northwest Portland. Authorities said Ford fatally stabbed 53-year-old Mark Anthony Davis near Northwest Couch Street and Broadway.
Witnesses reported seeing an argument between the two men before Davis attempted to back away. He later collapsed after being stabbed. An autopsy confirmed he died from a neck wound.
A bystander detained Ford at the scene until police arrived, and officers recovered the knife believed to have been used in the killing.
Earlier Assault on Woman Caught on Video
Just two days before the fatal stabbing, Ford was involved in another unprovoked attack. Surveillance footage showed him assaulting a woman inside her apartment building lobby.
According to prosecutors, Ford struck the victim multiple times with a mop handle, dragged her outside, and stomped on her head while she lay on the ground. The woman suffered serious injuries, including head wounds requiring stitches.
Despite the severity of the incident, Ford was initially charged with a misdemeanor and released shortly after his arrest.
Missed Warning Signs Raise Concerns
Prosecutors later acknowledged that the earlier case was treated as a lower-level offense due to limited information at the time. Full surveillance footage and the extent of the victim’s injuries were not immediately available to investigators.
The case has since raised concerns about how mental health issues and violent behavior are handled within the justice system.
Emotional Courtroom Statements
During sentencing, the victim’s daughter expressed both grief and compassion. She told the court the loss of her father was devastating but also acknowledged the role of mental illness in the tragedy.
Ford also addressed the court, apologizing for his actions and stating that he is now receiving treatment and hopes to improve.
Focus on Mental Health Intervention
Judge Waller emphasized the importance of early mental health intervention, noting that better access to treatment could help prevent similar tragedies in the future.
