EUGENE, OR — A 26-year-old man is behind bars after police discovered two improvised explosive devices (IEDs) inside his vehicle during an arrest, according to the Eugene Police Department.

Authorities identified the suspect as Skylor J. Koelzer, who was taken into custody on April 7 after officers spotted him in a Subaru Impreza causing a disturbance along West 16th Avenue.

Police said Koelzer initially ran into a nearby apartment when approached but later surrendered after being informed he was under arrest.

Officers had previously encountered Koelzer earlier that morning near Fuller Avenue and Jay Street. During that interaction:
