Police in Portland arrested a 41-year-old man accused of dealing drugs while armed and seized multiple firearms and narcotics during an enforcement operation in the Hazelwood neighborhood.
Officers said they were addressing tents blocking a sidewalk near Northeast 119th Avenue and Northeast Halsey Street on Wednesday when they noticed a man carrying a holstered gun. Police detained the man and later identified him as Ian M. Harrower.
According to the Portland Police Bureau, Harrower was carrying two loaded firearms, multiple pre-packaged drugs and $811 in cash, most of it in $1 bills. Authorities described him as a “crumb dealer,” a term used for sellers who distribute small, low-cost amounts of drugs.
Investigators said several drug packages were wrapped in foil and labeled with prices ranging from $1 to $25. Testing confirmed the presence of fentanyl.
Police reported finding about 15 grams of fentanyl powder and another 11 grams of fentanyl packaged in containers and foil packets. Officers also seized 24 grams of methamphetamine, 28 grams of a substance described as a “nerve blocker,” less than one gram of suspected LSD and around 180 prescription pills. Digital scales and packaging materials were also recovered.
Authorities said officers have observed drug activity near a nearby BottleDrop location, where people reportedly buy drugs and then smoke them in the area.
Harrower was booked into the Multnomah County Detention Center on several charges, including unlawful delivery of a controlled substance, felony possession of fentanyl and unlawful possession of a firearm.
Police said the arrest happened while officers were enforcing Portland’s camping ban, which resumed last November after the city expanded shelter capacity. Authorities did not say whether anyone else was arrested during the operation.
