ROCHESTER, N.Y. — New York State Police have announced the arrest of a man accused of stealing more than $800,000 from three state school districts.
Police said they charged 49-year-old Zacchary E. Weber of Rochester, New York, on Sept. 2 in connection with the alleged theft. In total, authorities said $810,695.55 was taken from the school districts.
The investigation began in September 2025 after the Sodus Central School District raised concerns about funds managed by Health Economics Partners LLC, a company that administered medical and dental benefit accounts for organizations, including school districts. Weber serves as the company’s CEO and president.
Investigators determined that funds were allegedly transferred without authorization from accounts belonging to the Sodus Central School District and North Rose-Wolcott Central School District in Wayne County, as well as the Bemus Point Central School District in Chautauqua County, into accounts controlled by HEP.
Police said the following amounts were stolen:
- Sodus Central School District — $377,757.75
- North Rose-Wolcott Central School District — $181,817.94
- Bemus Point Central School District — $251,119.86
Weber was charged with two counts of second-degree grand larceny. Authorities took him to the Wayne County Jail for CAP arraignment.
Following his arraignment, authorities also charged Weber with second-degree grand larceny in the town of Ellery, Chautauqua County. He was then transported to Chautauqua County for arraignment.
