A growing wave of public frustration in Umatilla County has led to a formal recall effort targeting Sheriff Terry Rowan following his arrest for driving under the influence.
Sheriff Arrested With Blood Alcohol Level More Than Double Legal Limit
Sheriff Terry Rowan was taken into custody in May 2025 after being stopped on Interstate 84 for a traffic violation while driving a county-issued vehicle. Authorities reported that he failed a field sobriety test, and a subsequent breath test revealed a blood alcohol content of 0.19 — more than twice the legal limit.
Months after the incident, Rowan entered a no-contest plea and was placed into a diversion program that is set to last one year.
Following his arrest, Rowan publicly apologized, acknowledging that he had let down those who trusted his leadership and attributing the incident to personal struggles.
Petition Drive Gains Momentum in Umatilla County
Nearly a year later, community members have organized a recall campaign aimed at removing Rowan from office. The effort is being led by a group of local residents who say the sheriff’s actions undermine public trust.
Chris Waine, the chief petitioner, said the campaign reflects concerns about accountability in leadership positions.
“When someone holds public office, especially in law enforcement, they are expected to uphold the law,” Waine said. “While individuals deserve understanding, elected officials must meet a higher standard.”
Signature Deadline and Campaign Strategy
To move forward, the recall petition must gather signatures from at least 15% of voters who participated in the most recent gubernatorial election in the county. Organizers estimate they need roughly 4,000 valid signatures by June 29, though they are aiming for around 6,000 to ensure qualification.
The committee behind the effort has been preparing for months, setting up multilingual outreach platforms, organizing signature collection sites, and coordinating volunteers to boost visibility.
Sheriff Declines to Comment
Rowan has not responded publicly to the latest recall effort.
While previous attempts to initiate a recall reportedly lacked organization, campaign leaders say this effort is more structured and reflects ongoing dissatisfaction among residents.
