A woman was arrested during an anti-ICE protest outside the home of Keith Wilson in Portland, according to the Portland Police Bureau.

Protest March Targets ICE Operations

The demonstration began at Wilshire Park before moving into the Alameda neighborhood, where the mayor resides.

Organized by activist group Portland Contra las Deportaciones, the protest aimed to pressure city officials to revoke a permit allowing U.S. Immigration and Customs Enforcement to operate a facility in the South Waterfront area.

Protesters have held multiple rallies over the past months, calling for action over alleged violations tied to the facility’s conditional land use approval.

Arrest Made During Demonstration

Police said 20-year-old Mila L. Payne was taken into custody after allegedly throwing a vase onto a porch around noon as protesters reached the neighborhood.

Authorities did not confirm whether the porch belonged to the mayor. No significant damage was reported.

Payne was cited for third-degree criminal mischief and second-degree trespassing, according to police.

Activists Dispute Police Account

A spokesperson for Portland Contra las Deportaciones said Payne’s actions were symbolic, claiming she placed spent munitions previously used by federal agents during protests onto the porch.

“Broken glass is nothing compared to what the South Waterfront has been enduring,” the spokesperson said, referencing ongoing concerns about ICE activity and its impact on the local immigrant community.

Ongoing Tensions Over ICE Facility

The protest reflects broader tensions surrounding the ICE facility on South Macadam Avenue.

City officials previously found that the agency may have violated terms of its agreement, including detaining individuals longer than permitted. However, those findings are currently under appeal.

Investigation and Background

Authorities said Payne does not appear to have prior convictions based on available court records.

Officials have not released additional details about the incident.
