Fatal Incident in Clackamas County

Authorities have identified the 19-year-old man shot and killed by police following a traffic stop in Clackamas County as Nicholas Toler.

The incident occurred Sunday evening after officers attempted to stop Toler for suspected impaired driving, according to the Clackamas County District Attorney’s Office.


High-Speed Chase Escalates Situation

Police said the encounter began near U.S. 26 and Brightwood Loop Road when a trooper attempted to pull over Toler’s vehicle.

Instead of stopping, Toler allegedly sped away, reaching speeds exceeding 110 mph. The pursuit continued until officers attempted to block his vehicle on a dead-end road.

During the confrontation, authorities said Toler told officers he had a firearm.


Officers Open Fire After Confrontation

The chase ended near the Barlow Trail Roadhouse, where officers immobilized the vehicle.

Officials said Toler exited the car while keeping one hand behind his back and repeatedly refused commands to show his hands. According to investigators:

  • He quickly moved his hand in a manner suggesting he was drawing a weapon
  • He pointed an object at officers multiple times
  • Officers responded by firing their weapons

Toler was struck multiple times and died at the scene.


No Firearm Found

Investigators later confirmed that Toler was not carrying a gun.

An autopsy revealed he suffered multiple gunshot wounds.


Investigation Underway

The case is being investigated by the Lake Oswego Police Department and the West Linn Police Department.

Officials said body camera and dashboard footage captured the incident and will be reviewed as part of the investigation.
