Police said Downs was taken to a hospital for treatment of minor injuries before being booked into the Lane County Jail.
He faces several charges, including fourth-degree assault, driving under the influence of intoxicants, reckless driving, attempting to elude police by vehicle and on foot, and first-degree criminal mischief.
