Authorities say the incident started around 2 p.m. in the 4300 block of Southeast Division Street when firefighters responded to reports of a possible fire. Upon arrival, they encountered a man inside the apartment who allegedly brandished an edged weapon.
Fire crews withdrew and called police for assistance. Officers quickly secured the area and deployed a crisis negotiation team.
