One person apprehended after 21 animals discovered living in unsafe conditions in Ohio

A woman in East Palestine is facing charges after authorities seized 21 animals from her home while investigating unsafe living conditions.

Following a multi-week investigation, the Columbiana County Humane Society charged 38-year-old Jennifer Albert with four misdemeanor charges of companion animal restrictions.

The investigation began on March 31, following reports from emergency medical workers. Chief Humane Officer Fabian Pike stated that he met Albert at her West Main Street house on April 3 and immediately noted a foul odor emanating from the premises.

Albert first informed investigators that she owned five cats, one dog, and a bunny. However, when entering the residence with her consent, Pike discovered floors covered in feces and urine, as well as waste on furniture, clothing, and devices.

In a court filing, Pike wrote, “Every single step I took was met with feces and urine soaked into the floor.”

Authorities stated that they initially removed 12 cats, two rabbits, and one dog. Six more cats were found upstairs, bringing the total number of animals taken to 21.

Court filings indicate that the animals were suffering from ear mites, a lack of grooming, and exceedingly unclean circumstances.

A judge established probable cause to proceed with the case on Wednesday. Albert will be arraigned on May 18 at 8:30 a.m. in Columbiana County Municipal Court.

The investigation is underway.
