A Pennsylvania used car salesman will serve time in prison after defrauding scores of clients by failing to deliver paid-for vehicles.
Edward Rock, 50, of Philadelphia, will spend about three and a half years in prison, followed by three months of supervised release, the Department of Justice said Wednesday. He must also pay slightly more than $1.4 million in reparations.
Rock pleaded guilty to mail and wire fraud in October 2025, according to the Department of Justice.
According to the DOJ, more than 100 wheelchair-accessible vehicles purchased by clients between 2019 and 2023 were never delivered, and Rock made up justifications for why. He made more than $2.5 million from the plan.
Rock occasionally sold the same vehicle to many individuals, accepted payments for vehicles that didn’t exist, passed bogus checks, and so on. The DOJ said there was a 2017 Ford T150 van he sold to 16 different people over 11 months, and when he delivered the vehicle, it did not have the proper title.
According to authorities, the bulk of the victims are disabled and elderly people, as well as medical transportation firms, senior living facilities, and other enterprises.
The DOJ stated that he did refund some consumers, but it was with money he stole. A total of 75 customers have yet to receive refunds.
