Following Florida voters’ approval of Amendment 3 in the November 3 general election, Hillsborough County Property Appraiser Bob Henriquez announced that his office is actively preparing to implement the constitutional change.
The approved measure modifies Florida’s homestead exemption rules by increasing the exemption amount available to eligible homeowners for non-school property taxes. With the vote officially certified, local officials anticipate a significant volume of inquiries from residents concerning eligibility requirements, potential savings, and the impact on future tax bills.
“Florida voters have made their decision regarding Amendment 3, and as your Hillsborough County Property Appraiser, my responsibility now is to ensure that this change to our state constitution is implemented accurately, fairly and in accordance with the law,” Henriquez said. “As Property Appraiser, my job is not to advocate for or against any tax policy, but to provide accurate property valuations, administer exemptions and ensure that every taxpayer is treated fairly under Florida law.”
Henriquez acknowledged that while the new exemption reduces taxable value, it represents only one component of the broader tax equation.
“Homeowners will understandably have questions about how this amendment affects their individual properties and what it means for their property tax bills,” Henriquez said. “It’s important to remember that property taxes are influenced by several factors, including assessed values, exemptions and the millage rates established by local taxing authorities.”
The Property Appraiser’s Office carries the responsibility of establishing property values and applying legal exemptions. However, Henriquez clarified that his agency does not set tax rates, vote on local budgets, or collect tax payments.
“Our office will work closely with the appropriate state and local agencies to ensure a smooth implementation of the amendment and provide homeowners with clear, reliable information about how these changes affect them,” Henriquez said.
As state regulators release official guidance on the rollout, the county plans to publish educational resources and regular notices to assist homeowners in understanding the changes.
“Ultimately, our commitment remains the same: transparency, accuracy and fairness for every Hillsborough County property owner,” Henriquez said.
